ci: test matrix +26.9, -26.6 (HTTP); TCP onto the policy + head - #629

Conversation
Bring the ClickHouse version coverage of both suites onto the support policy: the 3 latest series (26.9, 26.8, 26.7) plus the last 2 LTS series (26.8, 26.3), plus head and the floating `latest`. HTTP (tests.yml, regress-clickhouse): +26.9, -26.6. head stays covered by the nightly workflow. TCP (tests-tcp.yml, regress-clickhouse-tcp): +26.7 +26.8 +26.9, -25.8 -26.4 -26.5 -26.6. The suite had no head run at all, so nightly.yml now calls reusable-tcp.yml with `head`, next to the HTTP head run. The support floor stays 26.3, so AGENTS.md needs no change.

zizmor/self-repository flags the reusable-workflow reference added by this PR. Use $/ (GitHub's self-repository shorthand), which the sibling benchmark-full job in this file already uses and which runs successfully in the scheduled nightly.

CI/maintenance chore: bring the ClickHouse version coverage of both test suites onto the

.github/workflows/nightly.yml: newtest-head-tcpjob callingreusable-tcp.ymlwithclickhouse-version: head. The TCP suite had no head runat all; this mirrors the existing HTTP head job instead of adding a
headmatrixentry that would run on every PR.
latestentries are kept on both suites (they float, so they satisfy no policy slot).Notes
AGENTS.mdneeds no edit.CLICKHOUSE_VERSIONdirectly as the server image tag, soheadworks for the TCP suite the same way it already does for HTTP.
TcpServerFeaturestreats a non-numeric tag as "moving tag" and gates nothing — the intended behavior for
a head run.
